DevelopmentWA supported: Affordable and Social Living developments
Supporting the State Government’s goal of increasing the supply of affordable and social homes, DevelopmentWA is collaborating with the community housing sector, and where applicable partnering developers, to deliver several affordable and social housing developments.
Under this program, DevelopmentWA is overseeing the delivery of several projects identified below. In addition, other relevant activities undertaken by DevelopmentWA under this program include:
- Identifying suitable sites and participating in appropriate market engagement processes, such as under the State Government’s Housing Diversity Pipeline
- Managing eligible proposal submissions for HAFF funding, in collaboration with other State Government agencies where applicable
- Assisting with the selection process for the Community Housing Providers
- Providing guidance with Development Approval submissions and other required project approvals.
Once the required agreements are in place with the preferred Community Housing Providers, projects under this program will be built and subsequently owned and operated by the appointed Community Housing Providers.

Frequently Asked Questions
A Community Housing Provider (CHP) is an organisation, typically a not-for-profit, that provides affordable and secure rental housing to individuals and families on low to moderate incomes. They operate and manage the developments, providing support services such as tenancy financial counselling, and social services to help tenants maintain stable housing. CHPs are regulated to ensure they meet certain standards and provide good quality housing and services.
They carefully select the tenants, manage lease agreements and provide a proactive role in managing the apartments in accordance with the Residential Tenancies Act 1987 (RTA). In some instances, CHPs even provide onsite offices to work directly with tenants.
This approach is widely used in other states and is recognised by the Federal Government as an effective model for increasing the supply of community housing. They are appointed either by DevelopmentWA or The Department of Communities, depending on which agency or department is responsible for the development.

Court Place Subiaco was chosen as a location because of its proximity to public transport, Perth CBD and local services, and its history in providing social housing for those in need.
East Street, East Fremantle

East Street, East Fremantle was chosen as a location because of its proximity to public transport, Fremantle CBD and local services.
