Affordable and social housing is a vital part of building diverse and vibrant communities, including families, seniors, and essential workers. This creates welcoming neighbourhoods for everyone. 
 
DevelopmentWA’s affordable and social housing program is supporting the State Government in achieving its commitment to deliver over 5,800 new social homes and to increase the availability of new affordable housing in the coming years.

Our current program consists of three key streams of development projects:

14 developments across Perth, located close to high frequency public transport and METRONET stations.

Several developments led by appointed Community Housing Providers to build, own and operate, with oversight and assistance from DevelopmentWA.

Accelerated social housing delivery

Delivery of single level grouped social housing developments, in less than 12 months using Modern Methods of Construction, for sale to the Department of Housing and Works.

October 2025: Champion Lakes - 10 new social homes in built in only nine months

DevelopmentWA has proudly delivered 10 new social homes in Champion Lakes, 3 one-bedroom and 7 two-bedroom homes, as part of our Housing Accelerator Program to help boost the supply of social housing across WA.

Designed by Zest Architects, built by Dale Alcock Projects, and landscaped by Indigenous Managed Services (IMS), the homes were completed in 9 months using Modern Methods of Construction to reduce delivery time and enhance quality.

 August 2025: Successful builders announced for the 14 build-to rent apartment developments

An exciting step towards the delivery of around 1,145 new affordable and social homes across Perth, with the announcement of the three builders selected for Early Contractor Involvement for the 14 build-to rent apartment developments.

What is a Community Housing Provider and what is their role?

A Community Housing Provider (CHP) is an organisation, typically a not-for-profit, that provides affordable and secure rental housing to individuals and families on low to moderate incomes. They operate and manage the developments, providing support services such as tenancy financial counselling, and social services to help tenants maintain stable housing. CHPs are regulated to ensure they meet certain standards and provide good quality housing and services.

They carefully select the tenants, manage lease agreements and provide a proactive role in managing the apartments in accordance with the Residential Tenancies Act 1987 (RTA). In some instances, CHPs even provide onsite offices to work directly with tenants.

This approach is widely used in other states and is recognised by the Federal Government as an effective model for increasing the supply of community housing. They are appointed either by DevelopmentWA or The Department of Communities, depending on which agency or department is responsible for the development.
